The moment the missing scope appeared
Mateo received three transformer quotations. Capacity, voltages, impedance, losses and delivery were clearly listed. The accessory line said only “standard accessories included.” The lowest offer seemed ready for approval—until the project engineer asked eight questions: OLTC or DETC? Which Buchholz contacts? What does the pressure-relief contact do? Is there a conservator bladder? How many cooling groups? Is there a standby auxiliary supply? What WTI/OTI outputs are provided? Which oil-level signals reach SCADA?
Why the shortcut was dangerous
The issue was not that every accessory was expensive. The issue was that each item crossed mechanical, primary, secondary, control, civil, fire and operating interfaces. One undefined contact can appear at FAT. One undefined pump supply can force a cabinet revision. One undefined conservator arrangement can change shipping and site assembly. “Included” is not an acceptance criterion.
What the engineering evidence says
Power-transformer accessories form five connected systems: voltage regulation, oil preservation, mechanical protection, cooling, and monitoring/control. Oil flow can influence the Buchholz relay; oil-level interpretation depends on temperature and breathing condition; WTI contacts can start cooling. A late clarification can therefore affect several drawings at once.
